Level II Non-Commissioned Certification

Pursuant to TAC 35.141 the Level II Training Course and test is required of all* non-commissioned security officers, commissioned security officers and personal protection officers. This training course must either be administered by a licensed Level III or Level IV Training School and taught by a licensed Level III or Level IV Instructor, or it may be administered by a licensed guard company and taught by a representative or employee of the company.

Hours Required:  6 Hours. Students may work at their own pace.

Grade Requirements

The passing grade of all written examinations shall be a minimum of 75% correct answers.

Upon successful completion of the course and obtaining a passing grade on the final exam, the student will be issued a certificate of completion. The certificate of completion DOES NOT allow a student to begin working as a non-commissioned security officer, it only provides the documentation that the required training has been successfully completed.

In order to begin work as a non-commissioned security officer, the student must be employed with a licensed security guard company. The student will then register for their security license through the Texas Department of Public Safety – Private Security Bureau using their online TOPS website:

Once the student has created their TOPS account and registered for their license, the student will upload their training certificate through the TOPS online portal. All requirements for non-commissioned licensure are listed below:

Texas Administrative Code 35.21

 (a) It is the responsibility of the licensed company to ensure an application that meets the requirements of this section is submitted to the department by or on behalf of any employee who is required to be licensed under the Act. An application must include all items required under subsection (b) of this section in order to comply with the requirements of §1702.230(c) of the Act.

 (b) The items detailed in this subsection must be submitted in the manner prescribed by the department:

   (1) The required fee;

   (2) A copy of the applicant's Level II certificate of completion when applicable;

   (3) Fingerprints in the form and manner approved by the department; and

   (4) The criminal history check fee as provided in this chapter.

 (c) As part of the department's criminal history check, additional court documents or related materials may be requested of the applicant. Failure to comply with such a request may result in the rejection of the application as incomplete.

 Some applicants may be ineligible for security licensing by the Texas Department of Public Safety – Private Security Bureau.
